BE-054: verb-click links are O spells — todo view mints context-less todo <KEY> O tokens, U reserved for real addresses

RULING (gritzko, chat 2026-07-19): anything that switches between worktrees — the work view (already O), the BE-052 todo bullets/arrow — must be an O spell; and the todo view's ticket links specifically are CONTEXT-LESS O spells: empty context (inherit the pager's current one), verb todo, arg the ticket code. Today views/todo/todo.js packs word spells (todo BE-021, cat <path>) into U tokens — the NAV channel — which is what forced BE-053's address-vs-arg classifier in the pager. Mint them as O and the U channel goes back to real addresses only.

Input

Context

• The three-part O machinery is LANDED at tip 82ef082f: shared/spell.js parseOspell/mintOspell (:151-193, BRO-025 wire form //WT/dir/: verb args, empty context = "here"), pager _actSpell/_runSpell drive the spell in its own context, pager context unmoved; views/work/work.js mints O throughout (:440-503).
• views/todo/todo.js still mints 4 TAG_U word-spell sites: list/topic rows (:222, :247), targetSpell reflinks (:283), page-body key splice (:336-357) — U by BE-038's design, predating the BRO-025 ruling.
• BE-053 (unlanded, //BE-053) patched the pager to not treat a word-spell's arg as an address. CORRECTED premise (worker finding 2026-07-19): the pager CLICK path _mouse→_runSpell reduces the arg to context for U and O alike (pager.js:734); only the TYPED :todo KEY path (_applySpell→_driveApply nav=false) preserves context. So BE-053 is a PREREQUISITE for the click leg, not just defense — land it with/before this.
• BE-052's wt fat-arrow button is already speced as an O spell (status //TKT-123) — consistent with this ruling.

Goals

• Todo ticket links (list rows, topic headers, body key tokens) mint CONTEXT-LESS O spells: mintOspell("", "todo <KEY>") — click runs todo KEY in the inherited pager context, context unchanged.
• The non-ticket .mkd reflink spells (cat <meta-rel-path>) become context-less O the same way — they are verb clicks, not addresses.
• U tokens remain ONLY where the payload is a real address; after the sweep the todo view emits no word-spell U.
• pty proof: board click runs todo BE-021, address bar (ctx): todo BE-021, context unchanged — green WITHOUT the BE-053 pager patch (the O path predates it).

Constraints

• Mint via SPELL.mintOspell only — no hand-composed token text; the pager side is landed, do NOT touch views/bro/pager.js (that's //BE-053's ground).
• Token order per row must keep the pager's click resolution working (visible tok → its hidden spell; BE-051's row-leading fade O will join later — don't break the row-lead slot).
• BE-038's todo-view tests pin U TLV pairs — amending them to O is AUTHORIZED by this ruling; no other test edits.
• Overlaps //BE-053 (pager, disjoint files) and BE-051/BE-052 (todo rows, unstarted) — build on //WORK/ tip 82ef082f.

WIP

Design decisions

• Nav O gated behind btns (pager-only), mirroring work.js chrome: an O inside a PLAIN hunk trips bro.js's why-plain cursor and mangled the board banner; plain has no clicks, --plain stays byte-identical to goldens.
• test/done/buttons ALSO pinned the obsolete U pair — flipped to O beyond the ticket's literal test/todo/view authorization; flagged for gritzko's veto.

TODOs

• red: todo-view TLV asserts flipped U→context-less O ("hidden todo <KEY> leaked" red first), green after the swap.
• all 4 mint sites → SPELL.mintOspell("", …); NO word-spell U remains (TAG_U now vocab-only in todo.js).
• pty: typed :todo BE-021 → //: todo BE-021 context unchanged GREEN; CLICK still ///BE-021/: todo on the unpatched pager — needs BE-053 (corrected premise above).

Blockers and bummers

• Click-leg greenness lands only together with BE-053 (same _runSpell seam it fixes); this ticket's conversion is the source-side prerequisite.
• //WORK advanced while working (36040cfb WORK-008, bec0743a WORK-011): the wt is behind 2 — refresh-weave at land.

Outcome

• Staged (put only, NOT posted) in //BE-054 on base //WORK/#82ef082f: views/todo/todo.js; test sub: test/todo/view/check.js, test/done/buttons/{check.js,run.sh}.
• Worker suite 304/305 == baseline (the one red is the known pre-existing work/getctx). Orchestrator re-verified 2026-07-19: todo-view PASS, done-buttons PASS, --plain board unchanged, pty click reproduces the reported ///BE-021/: todo (awaits BE-053).
